Malaysia and Singapore have agreed to bring the outstanding issue on the development charges payable on Keretapi Tanah Melayu Berhad (KTMB) land in the city-state that will be jointly developed by both countries, to the international court for arbitration.

It is understood that the development charges, which applied to any business that wants to develop any land in Singapore, will be significant if the three parcels of land are going to be developed. The contention now is that based on the POA entered into, by both countries in 1990, the clause on who should pay the development charges was not clear enough. Singapore interpreted that the company should pay for the development charges but Malaysia said there should be no cost at all.

The government has decided to further extend the 4% floor rate for interest earned on all SMRA monies for another year until 31 December 2011. Thereafter, interest rates on all CPF account monies will be subject to a minimum rate of 2.5% per annum.

Minister for manpower Mr Gan Kim Yong said, “Despite our strong economic recovery, interest rates have remained low this year. The sharp drop in interest rates at the expiry of the 4% floor rate may impact CPF members who may not have benefited fully from the economic recovery yet. Therefore, the Government has decided to extend the 4% floor rate on SMRA monies for another year.”

They totally rejected PAP in 1964.

Whether the PAP admits it or not, the party has always been led and dominated by ethnic Chinese and have won elections principally because of Chinese votes. The others are not even icing on the cake.

If the PM finds it so difficult to work with other equally well intentioned politicians, albeit those with differing or neither partisan memberships, to the extent that he very publically declared (in GE2006), smack in the heart of town about his predisposition to : "spend all my time thinking what's the right way to fix them, to buy my supporters votes, how can I solve this week's problem and forget about next year's challenges..", how then, can it be logically expected that the electorate- the citizens of the republic whom are (quote: "concerned about competition from foreigners for jobs and housing.- ..worried about over-crowding and the cost of living") be expected to accept foreigners wholeheartedly.

To further improve train frequencies, the signalling system for the NSEWL will undergo a major upgrading programme from 2011. This upgrade will allow trains to run at intervals of 100 seconds at peak periods, compared to the existing intervals of 120 seconds.

Given the complexity of upgrading the signalling system on a line that is in operation, the improved signalling system will be completed in stages, with works on the North-South Line expected to be completed first in about six years, followed by the East-West Line about two years later.
